How to interpret this percentile

  • Below 25th percentile — Weak labor regulatory environment. Common in countries with substantial informal-sector employment and limited dispute-resolution infrastructure.
  • 25th–75th percentile — Typical range. Mid-income economies with codified labor protections and functional but uneven enforcement.
  • 75th–90th percentile — Above-typical. Advanced economies and high-performing middle-income countries with mature institutions.
  • Above 90th percentile — Top decile. The OECD core plus a handful of non-OECD high-performers (e.g., Taiwan, Malta) with deep regulatory and dispute-resolution infrastructure.

Caveats

The B-READY labor pillar measures observable labor-regulatory efficiency — time to dismiss, severance schedules, dispute frequency — not worker-protection generosity. A country scoring high on B-READY may still have weak collective-bargaining rights or restrictive union recognition. For substantive employment-protection assessment, cross-reference the ILO EPLex composite and the OECD EPL index. B-READY surveys cover roughly 50 firms per country in the principal commercial city — sub-national variation is not captured.

Labor pillar combines regulatory framework (pillar1_quality), public services (pillar2_services), and operational efficiency (pillar3_efficiency). Percentile cutoffs computed across all 101 PlainEmploy-indexed countries with non-null labor_overall values.
